Governor Charlie Baker of Massachusetts and his administration is urging state marijuana regulators to hold off on allowing “cannabis cafes.”

The governor remarked, “People should crawl before they walk and walk before they run.”

Secretary of Public Safety Dan Bennett said in a letter to the Cannabis Control Commission that licensing social consumption establishments where people can consume marijuana would likely lead to more people driving under the influence of the drug.

Baker and his administration wants regulators to focus on licensing retail stores where people can buy the drug but not use it on the premises.
